About Us
Richard D. McClellan is an economic strategy advisor with more than 20 years of experience working at the intersection of government, investment, and market development across Southeast Asia and other emerging markets. He currently serves as CEO of Vietnam’s International Financial Center, where he is helping lead the country’s efforts to establish a globally competitive financial hub.
Prior to this, he was Country Director for the Tony Blair Institute for Global Change in Vietnam and spent over a decade with McKinsey & Company, advising governments and institutions on economic development, investment strategy, and competitiveness. He also leads RMAC Advisory, a U.S.-based firm supporting governments, development partners, and private sector clients on trade, investment, and market entry.
Based in Vietnam for nearly a decade, Rich works closely with public and private sector leaders on shaping the country’s next phase of economic and financial development.
