About Us
Richard D. McClellan is a strategic advisor with more than 20 years of experience working with governments, investors, and international institutions on economic reform, investment strategy, and public–private collaboration across Southeast Asia and other emerging markets. He previously served as Country Director for the Tony Blair Institute for Global Change in Vietnam and earlier spent more than a decade with McKinsey & Company advising governments and organizations on economic development and competitiveness strategies. He operates RMAC Advisory, LLC, a U.S.-based advisory firm he has led for more than a decade, supporting governments, development partners, and private sector clients on investment strategy, trade policy, and market entry across Asia and other emerging markets.
Rich and his family live in Da Nang, where he serves as Vice Chair of the Advisory Council for the Da Nang International Financial Center and works closely with partners supporting the development of Vietnam’s broader financial ecosystem. In February 2026, he was appointed as the first CEO of Vietnam’s International Financial Center, helping lead the country’s effort to establish a globally competitive financial hub.
